At-Risk of Homelessness

Homeless Resource Network not only serves individuals and families that are experiencing homelessness. In efforts to identify barriers to ending homelessness it has been shown that preventing homelessness before it begins is the most cost-effective and humane solution. For this reason Homeless Resource Network channels resources to not only end homelessness, but to prevent families and individuals from experiencing homelessness to begin with.

The Housing Stabilization Program is designed to prevent eviction or utility disconnect by paying the outstanding balance of a rent or utility payment. This program however has very strict guidelines that specify that an individual must be able to continue payment after the assistance has been provided. For this reason if you are interested in applying, please ensure that you have the following qualifications:


  • Have a sudden loss of income (in the past 6 months)
  • Have been served eviction or notice of intent to foreclose papers or have a utility disconnect notice.
  • Have proof of re-established income. (that’s a monthly gross of at least 2X rent cost)
  • Be a resident of Russell County, Alabama or;
  • A resident of one of the following Georgia counties: Chattahoochee, Harris, Marion, Muscogee, Stewart, Talbot, or Taylor.
